Virginia Highlands Community College (VHCC) is a member of the Virginia Community College System and is located in historic Abingdon, Virginia, halfway between Roanoke, Virginia and Knoxville, Tennessee on Interstate 81 part of a metro area of 600,000. VHCC is accredited by the Southern Association of Schools and Colleges and serves the City of Bristol, Virginia; Washington County, Virginia; and the western portion of Smyth County, Virginia. The college offers comprehensive instruction to more than 3,000 students in occupational-technical areas, college transfer programs, continuing education, developmental education, general education and specialized regional and community service areas.
In furtherance of its service to the region, VHCC currently seeks a Coordinator of the Upward Bound program. Providing support to students from low-income families, as well as students from families in which neither parent holds a bachelor’s degree, the goal of Upward Bound is to increase the rate at which participants graduate from high school and successfully enroll in college and earn a degree. The Upward Bound program of Virginia Highlands Community College serves qualifying high school students enrolled at Chilhowie, Holston, Northwood, Patrick Henry, and Virginia High.
 

Position Responsibilities:
  • Overall administration of the Federal TRIO Upward Bound Program, including coordination of staff, completion and submission of the program grant, preparation of all appropriate reports (including the Annual Performance Report), management of program compliance with all applicable state and federal regulations and management of program budgets;
  • Coordination with other schools and programs on campus and in target areas to meet the participants’ needs and the goals and objectives of the program;
  • Provide advising and counseling to program participants;
  • Oversee development of the program curriculum and service schedule;
  • Recruit students into the program;
  • Establish and maintain effective relationships with students, faculty & staff and other stakeholders important to VHCC.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.


KSA's/Required Qualifications
  • Master’s degree in education, counseling, student services or a closely related field;
  • Demonstrated skills and experience working with low-income and first-generation middle and high school students;
  • Understanding of grant writing processes and procedures;
  • Proficiency in oral and written communication in the English language;
  • Counseling experience with young adults;
  • Demonstrated understanding of and belief in the comprehensive mission of community colleges.

Additional Considerations
  • Successful federal grant writing experience;
  • Two (2) years successful administrative experience that includes supervision of staff, budget management and annual performance reporting;
  • Experience designing, managing and implementing TRIO programs;
  • Demonstrated understanding of student hardships and methods to overcome those difficulties.
