The Chief Administrative Officer, Medicine Specialties, Dermatology, and Faculty Primary Care (CAO) provides administrative oversight to multiple clinical service areas (medical, diagnostic and therapeutic, inpatient and outpatient) within the UC San Diego Health organization. Administrative oversight includes developing strategic growth priorities and objectives, developing and reviewing operating and capital budgets, evaluating performance of services and key personnel under the CAO's direction as well as evaluating requests for new or additional services or programs. Activities also include contributing to enterprise strategic planning and directing all activities of clinical services through subordinate management staff. The CAO serves as a dyad partner to the Department Chairs on all matters related to the clinical operations, taking initiative to develop policies and processes and works close with various leaders to facilitate effective decision-making processes.
The Chief Administrative Officer reports in the organization to the Chief Operating Officer, Clinical Programs and Physician Group. This role may oversee the following service lines (subject to qualifications and business needs): Medicine (including GI, Endocrinology, Nephrology, Allergy, Immunology and other services), Dermatology, Wound and Hyperbaric, Faculty Primary Care and Geriatrics.
Key Responsibilities
* Drives operational performance, achievement of efficiency targets, and ensures the highest integrity for business operations across clinical programs.
* Develops, implements, and monitors short- and long-range financial plans for portfolio programs.
* Reviews and approves fiscal planning proposals for new programs, annual budgets and long-term goals. Provides expert financial analysis to optimize financial planning.
* Provides vision, expertise, and leadership to plan, develop, and implement strategic initiatives, cultural transformation, and technological advancement to streamline operations and ensure best in class clinical services.
* Designs and implements quality and safety initiatives. Ensures management of regulatory functions and adherence with quality guidelines. Directs implementation of performance improvement across sites. Fosters an environment of continuous quality improvement.
* Ensures manager competencies and access to leadership development opportunities. Leads goal development, sets objectives, establishes priorities, conducts annual performance evaluations, and administers salary adjustments.
* Builds deep advisory relationships with executives and affiliate senior leaders. Builds collaborative relationships with administrative, clinical, and service departments.
* Maintains strong, positive working relationships with external agencies, other academic medical centers and healthcare institutions. Engages in outreach activities and referral networks to ensure effective partnership.
* Directs through subordinate managers multiple large and complex critical programs impacting broad constituencies across major portions of the organization.
* Identifies objectives, manages significant human, financial, and physical resources, and functions with an extremely high degree of autonomy.
* Accountable for formulating and administering policies and programs for major functions.
* Operational or program results can affect overall organization-wide performance and reputation.
* Directs through subordinate managers the development of strategic goals and objectives to achieve accountability and stewardship of university resources in a manner consistent with system-wide objectives and initiatives.
* Directs and manages relevant inpatient and ambulatory services overseeing the integration and coordination of services across the system and with affiliate partners.
* Reconciles goals and priorities for many competing programs ensuring the facility operates efficiently and maintains established medical and healthcare standards.
* Develops, monitors, and executes short and long-term strategic plans across all areas, engaging leaders, and respective departments.
* Promotes program development and advises on the planning and expansion of services.
* Demonstrates expert knowledge of health care delivery models and utilizes this knowledge to improve UC San Diego Health outcomes.
* Utilizes metrics to drive excellence, support operations, and facilitate integration.
* Demonstrates expert knowledge of capital and operating budget development and management, financial analysis, and reporting techniques. Effectively applies this knowledge to improve operational outcomes.
* Demonstrates expert negotiation and influencing skills.
* Utilizes advanced skills to build and maintain a climate of trust that inspires commitment to achieve organizational goals.
* Demonstrates expert knowledge of business, organizational development, and strategic planning techniques and successfully utilizes these techniques to improve hospital/health operations.
* Always demonstrates strong financial management skills including creating and adhering to budget.
A Bachelor's degree in business, healthcare administration or related area; or equivalent combination of experience and training is required. An advanced degree in business, health administration or similar relevant field is preferred.
Ten or more years of executive or senior level leadership experience in a complex healthcare organization. Substantial experience within an academic health care system preferred.
Proven ability and critical analytical skills to effectively lead, manage and strategically plan administrative and fiscal operations for multiple units/service lines.
Demonstrated strong leadership skills to direct and motivate staff.
Must possess excellent interpersonal and diplomacy skills, and ability to build collaborative relationships across all levels, with ability to exhibit tact and diplomacy in sensitive situations.
Demonstrated experience in effectively managing human resources problems particularly involving employee relations and labor relations issues.
Innovative problem solving and troubleshooting skills with ability to make sound recommendations.
Experience in navigating in a large, complex organization with an understanding of the big picture; how the parts fit together and how to get the information necessary to resolve problems and trouble shoot.
Strong organizational skills and the ability to independently establish and manage conflicting priorities.
Experience with financial management including budget and report preparation, analysis and forecasting across multiple funding sources from affiliation agreements, federal, state general and contract funds, grants, gifts, endowments, education, and professional fee revenue.
Demonstrated experience in conducting long and short-range financial planning.
Experience effectively developing and managing clinical budgets and interpreting and summarizing clinical FTE, revenue and productivity data.
Proven experience in establishing and maintaining complex financial control and reporting systems.

Pay Transparency Act
Annual Full Pay Range: $240,100 - $505,500 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $114.99 - $242.10
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
