APL's Procurement Group is responsible for the commercial and non-commercial purchases, subcontracts, construction contracts, real estate leasing, P-Card Administration and Small Business Diversity Resources for the entire organization. The vision for this Group is to be a Lab-wide partner and center of expertise for the Lab's procurement needs. We are seeking a Procurement Section Supervisor to supervise, lead, and mentor a team of approximately eight to fifteen buyers and subcontract managers of varying levels of experience. The Section Supervisor will be responsible for providing expert procurement advice and guidance to staff, assigning work, defining expectations, implementing guidance and policies, providing performance coaching, and fostering the professional development of the staff in their section. They will work closely with Group leadership, the other Section Supervisors in the Group, and leadership across the Laboratory, to maximize the impact to the organization, create and sustain a culture of excellence and cross-enterprise collaboration.
 
As a Procurement Section Supervisor...

Organizational Competencies:
Responsible for establishing and promoting a climate conducive to intellectual curiosity, creativity, innovation, collaboration, growth, productivity, and respect for others. Draft personnel requisitions, interview candidates, collaborate on hiring decisions, and ensure that technical knowledge is exchanged within and beyond the section. Implement best practices to ensure compliance with APL policies and federal procurement regulations. Ensure that the section is staffed at the correct level and that staff are aligned appropriately. Work collaboratively across the Department and Lab to foster partnering to maximize the impact to the organization. Facilitate and oversee the implementation of section level operational transformation initiatives.

Staff Development:
Support staff development and coach staff as necessary, including receiving partner feedback throughout the year. Inspire and empower the staff to create a culture that embraces excellence, problem solving, diversity of thought, inclusion, and continuous improvement. Provide resources needed to train and develop the staff to meet current and emerging needs. Communicate often with staff regarding organizational vision and provide continual feedback and coaching support. Identify and develop key talent for future leadership roles.

Operational Competencies:
Ensure the section has the appropriate resources, facilities and tools needed to meet its mission. Promote the highest standards of excellence on every project. Participate in key efforts; identify emerging opportunities and challenges; review and track high-priority tasks; and ensure that staff members are applying best-practices to supported programs. Support ongoing evolution of the group, including the expansion current processes and the implementation of new tools.
 

 

Qualifications

You meet our minimum qualifications for the job if you...
  • Possess a Bachelor's or Master's degree in Business Administration or related field;
  • Have a minimum of 8 years experience in Federal Procurement, Contracting and/or Subcontracting;
  • Have a minimum of 5 years of experience leading and/or managing staff with demonstrated ability to exercise appropriate judgement and discretion;
  • Can demonstrate the ability to think strategically and lead change all the time working in a practical manner to ensure that change is delivered in a sustainable way;
  • Possess excellent interpersonal skills, written and oral communication skills;
  • Are highly organized and able to prioritize with demonstrated capability to work in a fast-paced environment; and
  • Are able to obtain a Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship

  • Experience with SharePoint, Adobe Portfolio, ServiceNow, Oracle, and/or SpendLogic

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. $63,000 Annually

Maximum Rate

$215,900 Annually
