Your Role
The Consultant level Developer on the Communication team ensures application service levels and customer satisfaction for Blue Shield of California's Transformation, Operations and Customer Experience team. The Consultant Developer will report to the IT-Development Manager within the COE (Center Of Excellence). This role involves creating, configuring, and managing applications to meet BSC's business goals. It requires understanding technical solutions that support business processes and collaborating with IT and Business partners to determine solid requirements and solutions. The Senior Application Developer should have experience in designing, building, and implementing solutions.
Your Knowledge and Experience
- Requires a bachelor's degree or equivalent experience
- Requires 7+ years of prior relevant experience in hands-on design, coding, integration, and deployment experience in cloud-based applications, with strong knowledge of various technologies such as Informatica, FileNet, Java, Facets, Elastic, Kibana, SmartComm, and Pega.
- Serve as a technical expert in the build and development cycles of platform-based solutions integral to Blue Shield's growth and financial objectives.
- Establish and maintain trusted relationships with business partners, internal IT organizations, other IT portfolio leaders, and vendor partners as a reliable technical resource.
- Communicate effectively regarding approach, value, risk, alternatives, and status of goal progression with executive and senior management, business sponsors, and product managers.
- Possess experience with relevant software development tools, industry protocols, troubleshooting and support procedures, monitoring and quality controls, and communication/documentation software.
- Operate independently with limited management direction, exercising significant latitude in determining technical objectives of assignments.
- Demonstrate hands-on experience with integration procedures, production support, inbound/outbound transactions, business rule engines, SaaS-based offerings, and batch processes.
- Exhibit strong technical acumen and deep working knowledge of Agile methods, service architecture, and enterprise cloud integrations. Knowledge of Azure tools is highly desirable.
- Be a quick learner and adapt to newer technologies within DevSecOps implementations. Knowledge of Ansible, Github, and CI/CD pipelines is highly desirable.
- Design, develop, and maintain custom solutions for products and platforms.
- Utilize APIs (REST, SOAP, Bulk, Streaming, etc.) to seamlessly integrate with other organizational systems.
- Showcase a strong ability to influence, collaborate, and build relationships with key stakeholders, vendors, and cross-functional teams.
- Possess effective verbal and written communication skills, including the ability to create, translate, and execute technical deliverables.
Pay Range
The pay range for this role is: $ 118800.00 to $ 178200.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
