Manager, ID Services

Job Description

Johns Hopkins Public Safety is seeking a Manager, ID Services who will be responsible for the day-to-day provision of a range of ID services for a department or unit, or responsible for a single function for Johns Hopkins Public Safety in support of the Johns Hopkins Health System and University Divisions on the East Baltimore campus. Works with departmental administrative and/or hospital leadership to develop and implement plans for ID Services management and access management in support of organizational operations. Represents departmental leadership in divisional and interdivisional meetings related to ID policies and operations. Coordinates with the Johns Hopkins University ID Services to support operational parity across the Johns Hopkins Enterprise.


This position leads projects of varying complexity, which may include those requiring multi-disciplinary coordination and significant vendor collaboration. Assists in the resolution of difficult or sensitive ID Services and access management processing issues. Manager will supervise at least 4 frontline ID Services professionals and at least 2 LAN Administrators and will act as a resource for staff including technical guidance and may have some hands-on responsibilities.


Specific Duties and Responsibilities:

  • Coordinates all ID Offices, including responsibility for all badging, equipment, staffing and policies and procedures, within the Johns Hopkins Health System, including, but not limited to,
  • Bayview Medical Center.
  • The Johns Hopkins Hospital.
  • Sibley Memorial Hospital.
  • Suburban Hospital.
  • Howard County Medical Center.


Coordinates all ID Services with University Divisions on the East Baltimore campus including,

  • Bloomberg School of Public Health.
  • School of Medicine.
  • School of Nursing.
  • Coordinates with Information technology organizations within the institution regarding data and/or systems integration into ID services.
  • Provides input and recommendations and/or formulates plans. Takes direction from leadership to implement those plans for the success of the unit.
  • With an awareness of organization’s needs as well as the larger access management landscape of the institution implements technology and administrative solutions that meet departmental needs.
  • Helps establish budgetary goals and provides input towards priorities.


May develop ID Services operations budget to include but not limited to,

  •  Cards
  •  Printers
  •  Laminators
  •  Office Supplies
  •  Training
  •  Necessary applications for ID Services operations.
  • Participates in the establishment and continued auditing of ID Services and access management policies and practices and implements them to ensure security and regulatory compliance.
  • Represents academic or administrative leadership in meetings related to access management policies and procedures across the institution.
  • Manages the customer relationship and satisfaction, as well as supporting escalated service issues related to ID or access management.
  • Creates and promotes a culture of excellent customer service.
  • Maintains relationships with customer base to better understand their needs and address organizational goals.
  • Establishes and maintains ties with colleagues throughout the institution to ensure optimal collaboration and coordination of effort.
  • Coordinates with Johns Hopkins Public Safety IT to support department efficiency.
  • Maintains relationships with technology vendors for the department.
  • Designs, develops, and applies solutions that satisfy personnel needs and that are essential to the ongoing operations of the department or ID services function.
  • As necessary, actively supports the ID Services and access management team in routine functions or escalated issues to include supporting up to 10,000 card readers throughout the institution.
  • Coordinates with ID Services stakeholders to refine access management processes and sources to ensure security throughout the Johns Hopkins Health System.
  • Recruits, develops, retains, organizes and manages performance of staff.
  • Assigns tasks, monitors progress and provides guidance.
  • Designs a training program and operational procedures related to the ID office and access management administration.

Minimum Qualifications
  • Bachelor's Degree.
  • Five (5) years of progressively responsible ID Office or access management or other related experience to include at least one year of supervisory experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
