POSITION SUMMARY: Under the general direction of the Sheriff and Undersheriff, the Human Resources Manager’s focus is to provide professional-level insight in all aspects of employment management and development including applicant review, hiring, and terminations as well as the management of any leave of absence programs. The Human Resources Manager is expected to perform tasks independently in order to carry out their mission.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

· Provides guidance on resolving complex personnel and human resources issues.

· Oversees leave administration programs such as FMLA, Work Comp, PEDA (Public Employee Disability Act) work comp, and other programs to ensure all processes are consistently administered in compliance with internal policies as well as local, state, and federal laws. Administers these programs through various data entry and written and or verbal communication with program participants, supervisors, and managers.

· Serves as the primary contact person between County HR and the Sheriff’s Office. Liaison with County HR as it relates to the human resource responsibilities and personnel needs of the Office.

· Coordinates with supervisors, managers, and employees in providing guidance, explanations, and practical solutions related to benefits and leave-related absences or concerns.

· Recommends process improvements to ensure effective and efficient personnel-related programs.

· Develops and facilitates training programs regarding HR best practices for supervisors and managers.

· Tracks and maintains EEO statistics. On request by the Sheriff or other Command Staff, provides input in employment decisions as it relates to hiring, termination, and promotion.

· Works with payroll and IT with the onboarding of new members as well as coordination with others due to the retirement or termination of employees.

· Works with the appropriate legal counsel for complex human resource-related issues.

· Demonstrated ability to effectively administer leave programs.

· Ability to perform all functions of the job classification without posing a direct threat to the health and safety of other individuals in the workplace.

· Working knowledge of leave administration law, to include but not limited to FMLA, Workers’ Compensation, PEDA, IMRFshort- and long-term disability, and ADA.

QUALIFICATIONS

· Graduation from an accredited college or university with a Bachelors in Human Resource Management, Business Management, or a related field.

· 4 years of Human Resource experience with corresponding human resource certifications or an equivalent level of training, experience, and education.

· Must possess a valid Illinois driver’s license.

PHYSICAL ABILITIES

The physical abilities listed below are estimates of time spent during a typical workday necessary to perform the essential functions and responsibilities of the position. Members in this position may be required to:

· Sit up to 6 hours a day

· Stand up to 1 hour a day

· Walk up to 1 hour a day

· Occasionally lift over 20 pounds

· Occasionally bend, squat, or reach
