Who We Are

Established in 1970, Serving Seniors helps San Diego County’s low-income seniors overcome poverty through whole-person, wraparound support including meals, housing, health and social services, and enrichment activities. We work at numerous sites across the county and in the homes of hundreds of homebound seniors. Our flagship Gary & Mary West Senior Wellness Center in downtown San Diego is unlike any other senior center in the nation. Bringing together a range of supportive services under one roof, the Senior Wellness Center operates 365 days a year and offers two floors of integrated care, including health and social services, housing navigation, enrichment activities, lifelong learning, a Cyber Café and linkage to over 25 onsite direct service partners, including a senior dental center. Last fiscal year, we provided over 1,400,000 meals and coordinated services to 6,800 older adults.

Position Summary:

The Chief Programs and Services Officer is a key executive team member, directly reporting to the Chief Operating Officer. This position is responsible for overseeing the organization’s broad range of programs and services, ensuring they align with our mission and meet the highest standards of efficiency and impact. The role combines strategic leadership with operational oversight to support and fulfill the organization’s objectives and long-term goals.

Key Responsibilities:

Strategic Leadership and Vision

  • Contribute to strategic planning and policy development as part of the executive team.
  • Develop and implement long-term goals for program expansion and service enhancement that align with the organization's strategic objectives.
  • Actively participate in the development of funding proposals and new initiatives.

Program Management

  • Oversee the design, delivery, and quality of programs and services.
  • Collaborate with the vice presidents, program directors and managers to develop performance measures, monitor outcomes, and adapt strategies as needed.
  • Oversee key government contracts to ensure deliverables are achieved.
  • Develop infrastructure, analyze current processes, and implement procedural or policy changes to improve operations.
  • Oversee the development of operational policies and procedures to improve efficiency and effectiveness.
  • Ensure compliance with federal, state, and local regulations concerning nonprofit operations and service delivery.

Financial Management

  • Collaborate with the CFO to develop budgets and monitor the financial performance of programs.
  • Ensure the cost-effectiveness and financial sustainability of program operations.

Staff Leadership and Development

  • Lead, mentor, and develop a high-performing team of vice presidents, directors, managers and staff.
  • Foster a collaborative, productive organizational culture that encourages innovation and continuous improvement.

Stakeholder Engagement

  • Represent the organization in public, professional, and networking events.
  • Build and maintain relationships with Board members, key partners, funders, and community leaders to further the organization’s goals.

 

Qualifications:

  • Master’s degree in Business Administration, Public Health, Social Work, or related field preferred.
  • At least 10 years of senior leadership experience in a nonprofit organization, with substantial experience managing teams and large-scale projects.
  • Demonstrated ability to lead strategic planning and operations for a complex organization.
  • Excellent communication and interpersonal skills, with the ability to engage and work effectively with diverse groups of people.
  • Demonstrated expertise in managing non-profit programs/services, including: program oversight; program development; program metrics; program evaluation; data management; grant development/oversight.
  • A strategic thinker who understands how operations and finances support the broader mission of Serving Seniors.
  • Strong understanding of the challenges and needs specific to older adults.

 


Pay
130k Annual Salary
