King County Elections is excited to offer an opportunity to join the department's Leadership as our Administrative Services Manager. This position will oversee a combination of primary administrative functions for the department including human resources, finance, contract management, and Equity, Race, and Social Justice initiatives. The successful candidate will become a member of the Elections Leadership team which uses a lean, collaborative management style to support the Director of Elections.

We are looking for a strong communicator with experience working with operations and a history of building team success using innovation and continuous improvement principles. The primary goal of this position will be to support the mission and vision of the department by overseeing human resources and financial functions for the department. This leader will interface with Elections management, state and federal regulatory agencies, as well as other county departments and agencies. The ideal candidate will thrive in an innovative, fast-paced environment and will not hesitate to roll up their sleeves, work hard, have fun, and get the job done.

ABOUT THE POSITION:
This position serves as a member of the Department of Elections Leadership Team and is integral in designing and executing strategies for present and future services that we provide to our customers. This role involves daily interaction with staff from all levels of the organization and requires a keen understanding of all primary administrative and financial functions. This role requires a self-starter with problem solving acumen, an ability to work in a culturally and generational diverse environment, and be results driven using efficiency and innovation.

The ideal candidate will have progressive experience as a human resources manager overseeing an HR team and providing day-to-day human resource service delivery.

WHO MAY APPLY: This position is open to all qualified applicants. This position is open until filled.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. The workweek is typically 40 hours per week, Monday through Friday.

WORK LOCATION: The work site for this position is the Elections Building located at 919 SW Grady Way in Renton. The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed.

 

Job Duties

In order to be considered for this exciting opportunity, the successful candidate will demonstrate skill and ability to:


  • Manage high-quality and timely Administrative Services delivery by:
    • Leading and overseeing the day-to-day operations of Human Resources. King County Elections has 75 full-time employees and hires up to 800 short term temporary staff for an election;
    • Leading and overseeing the day-to-day operations of Finance, Budget, and Contract Management;
    • Leading and overseeing the Department's Equity, Race, and Social Justice initiatives;
    • Participating with other Election Leadership team members in planning and implementing overall department objectives; conceptualize, evaluate, develop and implement strategies, systems, standards and plans for a wide variety of functions;
    • Defining measurements and monitoring performance to ensure plans and goals are aligned with enterprise-wide strategies, goals and best practices; and
    • Establishing, maintaining, and reporting appropriate performance metrics for the delivery of services including measurements relating to quality and utilization.
  • Model best practices in developing employees in a team-based environment, and leading teams in developing, recommending, and implementing policies and procedures, where complex issues must be considered by:
    • Supervising, coaching, and motivating employees to work to the full extent of their classification;
    • Creating an environment of continuous learning and development of skills;
    • Fostering a model of every employee being accountable for high-quality service delivery; and
    • Creating a work environment that is welcoming to all employees.
  • Help lead department organizational development efforts by:
    • Facilitating the department's vision, mission, values, strategic outcomes and performance measurements; and
    • Consulting and developing cultural change initiatives to increase and foster employee engagement.

 

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO......


  • Have 
    a Bachelor's Degree in a related field and an in-depth, progressively responsible background in managing daily Administrative Services or Human Resources Service Delivery functions or any combination of education and experience that clearly demonstrates the ability and skill to perform the scope of job duties of the position;
  • Have experience with general principles and practices of human resources management/employment-related federal and state laws and regulations;
  • Are knowledgeable of general principles and practices of finance and data analysis trends; have the ability to collaborate with client stakeholders and team members to implement innovative programs and practices, and to deliver solutions to unique and sensitive problems;
  • Have strong project management, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work independently or as part of a team;
  • Have the ability to assess department projects and programs and their financial requirements, participate in developing strategic planning and implementation efforts for projects and programs;
  • Have a track record of developing and implementing innovative strategies, best practices, and goals and are able to develop metrics and benchmarks to project how results can be used in future initiatives;
  • Are knowledgeable about how county departments work, including how to get things done through formal and informal channels;
  • Possess strong ability to navigate through potentially conflicting stakeholder perspectives.

 

Supplemental Information

SUPPLEMENTAL INFORMATION:

Travel to work locations throughout King County with limited or no public transportation services is required. A valid Washington State Driver's License is required to operate King County vehicles.

Hybrid Work Environment
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
