THE HOUSING COLLECTIVE:
The Housing Collective is a CT-based nonprofit agency that applies a Collective Impact framework to deliver solutions to the most pressing housing problems. Focused on ending homelessness and creating equitable housing opportunities for all, the Housing Collective provides the leadership and support that enables productive, regional collaboration across organizations and sectors, and drives systems change.
Formerly known as Supportive Housing Works, we have worked since 2004 to align communities and resources around collaborative regional responses to homelessness and housing affordability. Our two core initiatives, Opening Doors and the Centers for Housing Opportunity, provide leadership and facilitate the strategic coordination of hundreds of housing and homelessness organizations in multiple geographies, forming a “backbone” for the housing system throughout Western CT.
PURPOSE OF POSITION:
The Grants & Quality Assurance Manager (GQA Manager) is responsible for providing staffing and coordination of the grants portfolio pre- and post- award. As a nonprofit primarily funded by public grants at the federal, state, and municipal levels, this role plays a vital role in ensuring compliance with grant requirements, overseeing the grant application process, and maintaining high-quality standards in our programs and services. The ideal candidate will have a strong background in grant management, quality assurance, and a deep understanding of the nonprofit sector. This position plays a key, supportive role across fiscal, compliance, programmatic deliverables, communications, and operational aspects of grants. This support will extend to the Housing Collective’s contractors and subcontractors to ensure all named entities meet and/or exceed the Housing Collective’s contract requirements. The GQA Manager will execute complex duties with a high degree of independence and as part of a diverse team.
RESPONSIBILITIES:
Grants Management:
- Take a lead role in contract development and execution for new and renewal grants / contracts
- Maintain database and files for all grants, agreements, contracts, and subcontracts, including reporting requirements and renewal deadlines
- Coordinate planning meetings / processes, fiscal budget set up, agreement development, assembling appropriate staffing, and communications with key internal and external partners
- Support the Housing Collective’s financial team, including verifying subcontractor invoices for contract compliance and ensuring accurate fiscal year budgets
- Monitor grant deliverables, reporting deadlines, and ensure timely submission of progress reports, financial statements, and other required documentation
- Collaborate with program managers to ensure proper allocation and utilization of grant funds in accordance with budgetary restrictions
Quality Assurance:
- Develop and implement quality assurance processes and procedures to ensure compliance with grant requirements, organizational policies, and industry standards
- In close collaboration with the Housing Collective’s Innovation Lab, lead all activities of the Housing Collective re: training and coaching internal and external key personnel on how to effectively manage grants, including their fiscal and programmatic reporting requirements, scope of services, terms, and other related-activities, specific to each grant, as needed
- Conduct regular audits and reviews to assess programmatic effectiveness, identify areas for improvement, and implement corrective actions by initiating and/or aligning targeted technical assistance
- Establish and maintain key performance indicators (KPIs) and quality metrics to measure program outcomes and impact in close collaboration with the Innovation Lab
- Provide guidance and support to program staff to enhance program quality, ensure best practices, and foster continuous improvement
- Coordinate external audits or evaluations and collaborate with external stakeholders as needed.
- Partner with Housing Innovation Lab staff on their network training and technical assistance strategy to ensure that grant management and compliance efforts are coordinated with the broader continuous learning and improvement efforts of the Lab
Compliance and Reporting:
- Stay up-to-date with federal, state, and municipal regulations, policies, and guidelines related to grants, nonprofit management, and quality assurance
- Ensure compliance with all grant-related legal and regulatory requirements, including monitoring changes in grant regulations and reporting obligations
- Prepare and submit accurate and timely reports to grantors, detailing program activities, outcomes, and financials
- Work closely with the finance team to ensure proper budgetary tracking and reporting of grant funds.
Collaboration and Relationship Management:
- Cultivate positive relationships with grantors, government agencies, and other key stakeholders to foster collaboration, partnership, and advocacy for the organization's mission
- Serve as the primary point of contact for grant-related inquiries, maintaining effective communication channels with grantors and subcontractors by responding to requests in a timely and professional manner
- Collaborate with internal teams, including program managers, finance, development and communications, to ensure alignment of grant activities with organizational objectives and priorities
- Represent the organization at relevant meetings, conferences, and workshops related to grant management and quality assurance

REQUIREMENTS:
Qualifications:
- Minimum of 3 years of experience in grant management, preferably in a nonprofit organization primarily funded by public grants.
- Experience either supervising staff, vendors, or providing team leadership
- Strong knowledge of federal, state, and municipal grant regulations, compliance requirements, and reporting procedures.
- Excellent project management skills with the ability to prioritize tasks, meet deadlines, and manage multiple projects simultaneously.
- Strong analytical and problem-solving abilities, with a keen attention to detail and accuracy.
- Proven experience in quality assurance, program evaluation, and outcome measurement.
- Excellent written and verbal communication skills, including the ability to prepare comprehensive reports and deliver effective presentations.
- Strong computer skills including spreadsheets (Excel, Google spreadsheets, etc), presentation software (Powerpoint, Keynote) and office suites (e.g. Microsoft office, G Suite)
- Ability to work collaboratively in a team environment and foster positive working relationships with internal and external stakeholders.
- Strong relationship builder with experience collaborating successfully with a broad and diverse range of individuals and communities desired.

Pay: $70,000.00 - $82,000.00 per year
